Her brother had stolen her crown and the Avatar had stolen her world. Her traitorous friends had stolen her mind, though that was slowly returning once she convinced herself that they didn't matter.
But Azula remained.
She was powerless with hunger and thirst, as she had not beem rescued from her own little prison. Zuko had decided that being chained to a sewage drain was a more suiting punishment for his sister than giving her a cell with walls that she could set on fire.
He had declared that area off-limits to all; the Avatar had grudgingly agreed to keep her there. A servant had shown up daily to pour water down her throat and give her just enough food to live on.
So Azula remained.
